No, it really doesn't. It just means "not a member of a military organization." A non-military person who commits crimes is still a civilian.

This conflict can end three ways:
1) Palestinians and Arab allies Genocide Jews—from the river to the see, then go worldwide with it.
2. The Israeli’s Genocide the Palestinians.
3. The move the Palestinians to a nation that supports their cause, like IRAN, where they can be loved and supported by their Muslim Brothers.
I support the third so blood won’t be on Atheist, Jewish or Christian hands. Iranian Mullahs will truly enjoy the Palestinian people, just like all the other Arab nations that have take them in.

Hamas was the democratically elected government of Gaza. Just remember that.
Sura 2, verses roughly 180 through 190, explains it. Muslims are commanded by Allah to "Kill the infidel wherever you find him". In other words, anyone who is not in their cult is to be killed. Christians and Jews, being "People of the Book" are to be offered the opportunity to convert but if they refuse they are to be killed.
As a bonus, dying a martyr in the process of killing infidels is a Muslim's only sure and certain ticket into heaven.
Elsewhere in the book you will find detailed instructions on how to abuse "Infidels" if for some reason killing them is inconvenient.
