Aren’t we paying a buttload of money for a Federal Emergency Management Agency aka FEMA who organizes and directs the efforts of state emergency management agencies for things like this?

If it’s a shipping port, this is national infrastructure. At least for the cleanup of debris so ships can safely pass. As far as the bridge, that’s Maryland’s problem.
I would think if anything, the Northeast states should be helping since it’s their businesses that will be affected.

When we here in Florida had the hurricane last summer, DeSantis had the cities up and running in a couple of weeks. He also had a bridge , not a big one like Baltimore, but nevertheless had the bridge usable after a very short time.
