Cary, North Carolina — a town of 176,000 people located in suburban Raleigh — has had an ordinance on the books for more than half a century requiring all domestic pets, including cats, to be leashed whenever off their owner’s property.
Similar rules exist in other Wake County towns and cities throughout the state. But Cary’s leash law caused a stir on social media earlier this week after the town’s Animal Services reminded residents on its Facebook page that “cats must be leashed when not on their owner’s property.”
The local agency listed some of the risks of allowing cats to run wild, including the fact that the popular pets kill an astonishing amount of birds each year, are the number one predator for small mammals and can transmit diseases to wildlife and humans alike.

I prefer the old American life where each house had an acre of land and we had an indoors/outdoors cat that was never leashed and never bothered the neighbors.
Three “outdoor cats” live here.

I had a cat that would go outside, but would never leave the yard.
I was thinking the same. Southerners are well known for their laid-back common sense when it comes to critters.
You don’t tie up a cat. It is mental animal cruelty.
If leashes are good enough for dogs, they are good enough for cats.

I walk my dogs off leash....in fact never had them on a leash.
They behave and are voice trained....Of course they are smarter than many humans....They are Border Collies...

Which is why Ginger and MaryAnn, Queens of the Barn, rarely touch their kibble in the winter. Rats come into the warm and eat the food and pee all over the hay which is for nice warm cows to eat and kittahs to lounge on. They hates the meese they do.
Not to mention they sh!t in my garden.
That alone is worthy of instant justice.
They are two completely different animals. Cats don’t have the temperament for leashes as dogs are okay in them

Look for Band-Aid sales to increase in Cary.
