Today, on 18 December, Minister of the Cabinet of Ministers of Ukraine Oleh Nemchinov opened the workshop “Returning to Europe: Policy issues of Ukraine on freedom of conscience and ensuring the rights of national minorities and indigenous people” with a welcoming speech.
The event was organised by the State Service of Ukraine for Ethnic Policy and Freedom of Conscience and the joint project of the Council of Europe and the European Union “Support for implementing European standards relating to anti-discrimination and rights of national minorities in Ukraine”.
The workshop began with a minute of silence to honor the memory of the fallen defenders.
“We face serious challenges in ensuring the freedom of conscience guaranteed by the Constitution to everyone in our country. This year, a government bill (reg. No. 8371) was adopted in the first reading, according to which religious organizations affiliated with the centres of influence of a religious organization (association) whose governing centre (management) is located outside Ukraine in a state that carries out armed aggression against Ukraine are not allowed to operate in Ukraine. After the Law is adopted in its entirety, the State Service for Ethnic Policy and Freedom of Conscience will have to deal with serious challenges related to the development of a number of regulations aimed at implementing the Law, as well as extensive organizational work to implement it. It is also necessary to step up efforts to assist religious communities in mobilizing their resources to help Ukrainian citizens and all residents to provide assistance to the population and military affected by the humanitarian crisis caused by the Russian military invasion. In particular, this includes the establishment of hubs for accommodating refugees and collecting humanitarian aid in regions across Ukraine, especially in the frontline areas,” said Oleh Nemchinov, Minister of the Cabinet of Ministers of Ukraine.
Other speakers also made welcoming remarks: Erlend Falk, Deputy Head of the Council of Europe Office in Ukraine, Mykyta Poturaiev, Head of the Verkhovna Rada Committee on Humanitarian and Information Policy, Tetyana Shulga, Sector Manager at the Delegation of the European Union to Ukraine, and Oleksandr Ilkov, Director General of the Government Office for Coordination of European and Euro-Atlantic Integration.

Former Russian intelligence colonel Igor Salikov, a 60-year-old man, managed to travel to The Hague in the Netherlands and wrote a letter to the International Criminal Court. The man is ready to talk about Russian war crimes from 2014 to the present.
According to Censor.NET, with reference to European Pravda, Salikov said this in an interview with the EenVandaag program of the Netherlands public broadcaster NPO 1.
Salikov claims to have served for 25 years, first in the Russian army, then in the private military company Wagner, on whose side he fought in Syria and several African countries. He was also involved in Russia’s aggression against Ukraine, first in 2014 and later in 2022.
The Russian has written a letter to the International Criminal Court, in which he describes his involvement in the annexation of Crimea and the activities of the “Donetsk People’s Republic”, including the falsification of the so-called referendum. He believes that Russian troops were then convinced to invade Ukraine “with the help of lies.”
Salikov also told the journalists that he witnessed Russian war crimes after the full-scale invasion of Ukraine in February 2022, including executions of civilians, torture of prisoners and kidnapping of children.
“I saw people from the special services taking a large number of children without parents across the Belarusian border,” the Russian said, adding that “whole convoys of FSS agents in private cars and small minibusses” were involved. But he does not know why the children were kidnapped.
According to Salikov, he was able to leave Russia last June with his family and settle for a while in Cyprus, where they were allegedly persecuted. Eventually, the Russian traveled to the Netherlands via Serbia and other countries and landed at Schiphol Airport on Monday, December 18, after which he declared his willingness to testify at the ICC.
The former Russian army officer claims that he can give valuable testimony to the court in The Hague about Russia’s war crimes and how decisions were made to commit them. It is currently unknown where Salikov is - he was detained by police at the airport - and whether the International Criminal Court is aware of his appeal.

Today, on 18 December, the European Union has enacted the 12th package of sanctions against Russia.

“In this 12th package, we propose a powerful set of new lists and economic measures that will further weaken the Russian military machine. Our message is clear, as I said when I chaired the informal Foreign Affairs Council in Kyiv: we remain unwavering in our commitment to Ukraine and will continue to support its fight for freedom and sovereignty,” said European diplomat Josep Borrell.
As noted, a ban is imposed on the direct or indirect import or transport of diamonds from Russia. This ban applies to diamonds originating in Russia, diamonds exported from Russia, diamonds in transit through Russia and Russian diamonds processed in third countries.
The ban also applies to jewellery with Russian diamonds.
In addition, 29 organizations supporting Russia’s military-industrial complex in its war against Ukraine were added to the sanctions list. Some of them belong to third countries and are involved in circumventing trade restrictions, or are Russian organizations involved in the development, production and supply of electronic components for the Russian military-industrial complex.
The ban on transit for dual-use goods and technologies exported from the EU to third countries via Russia has been extended.
Stricter rules will also be introduced for the implementation of oil price caps. In addition, a strengthened information exchange mechanism will allow for better identification of vessels and organizations engaged in deceptive activities, such as ship-to-ship transfers.
The Council decided to introduce rules for notifying the sale of tankers to any third country to make their sale and export more transparent. This includes second-hand vehicles that could be used to evade the ban on imports of Russian crude oil or oil products and the G7 price cap.
Today’s decision adds Switzerland to the list of partner countries applying a set of restrictive measures on imports of iron and steel from Russia.
In addition to the economic sanctions, the Council decided to add a significant number of additional individuals and entities to the list.

Agents of the Ukrainian and Crimean Tatar partisan movement ATESH have reportedly tracked the movement of an anti-aircraft installation in the temporarily occupied Sevastopol. Occupiers have reinforced their air defense with this installation to repel potential attacks by the Ukrainian Armed Forces on the peninsula’s targets, according to the group’s Telegram.
Throughout the past week, agents of the ATESH Ukrainian and Crimean Tatar partisan movement have reportedly been monitoring and documenting the movement of air defense/missile defense systems in Sevastopol. According to the partisans, the occupiers’ objective is to attempt to suppress the strikes by the Ukrainian Defense Forces, which are being precision-targeted at military facilities in Crimea.
“We are aware that the anti-aircraft installation has been relocated along Ocheretyane Highway towards Kozacha Bay, where the 810 Marine Infantry Brigade is stationed. Coordinates: 44.570850, 33.420507,” the message states.
The partisans have also published photos of the installation along with a map indicating its current location.
Earlier, agents of ATESH reported that they were carefully monitoring the territory of the main office of the Russian National Guard in Moscow and collecting information about the facility.
Additionally, the ATESH partisans identified locations of Russian military equipment and occupiers in Dzhankoy in the temporarily occupied Crimea.
Previously, the partisans infiltrated a Russian military airfield in Crimea and discovered radar stations used by the occupiers.
