What a stupid comment. This has nothing to do with the war, except that perhaps defending against Russia’s brutal invasion made it easier for folks to get their hands on weapons.
The guy apparently had a personal dispute with the the head of the village council and attacked during a debate over whether to raise the council head’s salary and give him a bonus.
