Your concern about Trump appointees is well justified. The appointment of Jeff Sessions really started things going downhill for the Trump administration. When Sessions did not tell Trump he would be recusing himself of this Russiagate mess, that started it all.
Ted Cruz, Jim Jordan, Ron Johnson, Josh Hawley are about the only people who come to mind as far as being trustworthy. Hopefully there are more, but I can’t think of many.
Lindsey Graham needs to stay as far away from the White House as possible. He is as duplicitous as they come.

He needs to got to the states find the talented and honest mid to upper level managers at agencies. A few do exist.

For an answer to 1), he should populate all DOJ and FBI appointments with cops from around the country that work in Internal Affairs departments.
He should also fire all management in DOJ and FBI as possible (i.e. employee not under union protection) and replace with IA folks as well.
You go outside the government.
You choose ordinary citizens.
You immediately fire people that contradict your orders.
Finding leakers is easy.
Prosecute them.
This is the way that this country was designed to operate.

To me, the biggest question is, if elected, will Trump get about the business of improving the country or will his efforts be spent on retributions against those who he believes have wronged him? Remember, he is instantly a lame duck president as this would be his last term. Finding enough people willing to seriously work with him will be difficult as his clout is naturally limited. I’d like to hear a more cohesive agenda, with specific goals and dates, rather than midnight rantings about why FSU didn’t get into the playoffs or what happened to Matt Drudge. This country needs a positive, uplifting message - I’m waiting to hear it.
Politicians, including Trump, are a mixed bag. E.g., many conservatives detest Mitch McConnell but without him, we would not have a center right SC. Trump is not a poster child for virtue and civility yet he is being used to counter many evil people and organizations like the democrat party.
Truth: Hindsight is always a winner. The enemy of good is perfect. God uses imperfect people to affect His end.
BTW - Although not a politician, it's interesting to see Musk, a multi-billionaire, counter many things that conservatives hate. Again, he's a mixed bag. Buying Twitter (now X), he allowed for greater open debate on X, which is a good thing. Conversely, his business association with the CCP is very disturbing.
My prayer is that the Lord will put in place individuals who will shed light on darkness in our government and land - and that evil actors will be removed. How He removes the evil actors is His business. How Christians and conservatives influence our government and our representatives should be our business.

As far as RINOS are concerned, politicians respond to polls, especially election polls. If Trump has coattails and pulls in Republicans in close races, he will attract followers in Congress. If Trump is perceived as an encumbrance on electoral chances in close districts, he will attract only lukewarm support.
