“owe allegiance to the US” ?? This is the first time I am seeing this expression as an alternative to citizenship. It means if you are a Chinese or a Syrian national who entered through the southern border and you “owe allegiance to the US” you can start working on Tomahawk guidance systems.

The on the top it list everybody, as you copied, but then there is clarification that the US citizens ONLY can apply.
Plus more specifications listing requirements that only US citizen can satisfy!

Basically the top is a TYPO.

When I lived in San Diego back in the mid-80s, I was actually looking at taking a job at General Dynamite coding terrain-tracking algorithms for these. They were using Lisp.
