While looking at the states by racial makeup sorted with highest percentage black on top, then look at again sorted by Hispanic: https://www.kff.org/other/state-indicator/distribution-by-raceethnicity/?currentTimeframe=0&sortModel=%7B%22colId%22:%22Black%22,%22sort%22:%22desc%22%7D ... hmmmm

Basically Alaska, South Dakota, and New Mexico are the only top 10 STD states that aren't top 12 black states, with New Mexico being the #2 Hispanic state. Coincidence? Perhaps. It still wouldn't explain Alaska and South Dakota, unless someone can look up if those states rate high in disco halls.
