    CKS690 taking off on Runway 27.
 Kalitta Air(Connie) 690, Boeing 747-400 (quad-jet) 
 EDV5117 landing on intersecting Runway 18C.
 Endeavor Air 5117, Canadair Regional Jet CRJ-900 (twin-jet) 
Seems to me CKS690 was told 'line up and wait,' read back correctly, then after a bit just started rolling for take off. Sometimes every transmission isn't caught but I never heard them receive clearance.

    But watching the whole thing...it didn’t look like the incoming flight intersected runway 27 that Connie 690 was on.

    The jet landing on the intersecting runway took an exit prior to the intersection, so in reality a collision won’t going to happen.
kudos to the controller.

    Almost a replay of what happened on Tannerife (sic?) back in the 70’s?. KLM 747 is told to hold but begins rolling for take-off after a brief pause. Plows into a Pan-Am 747 trying to find its way to a taxi-way after being directed onto the runway...

    In this case, the plane landing on 18C did not need to go to the intersection. But, it could have ended differently, for sure.

    I was on final approach with wheels down and suddenly the pilot hit full throttle and lifted the gear.
I knew right away someone messed up big time.

    I have a friend that is a ground traffic controller at PHL. Next time I see him I’ll ask at what point the switch-over from GTC to ATC and vice versa takes place. Seems like that would always be a critical interval.

    Clearance to land means permission to use the entire runway.
Position and Hold means permission to SIT at the end of the runway. Not until ‘Cleared for takeoff’ does the aircraft have permission to use the runway.
