Clearance to land means permission to use the entire runway.
Position and Hold means permission to SIT at the end of the runway. Not until ‘Cleared for takeoff’ does the aircraft have permission to use the runway.
I thought the aircraft was given “line up and wait” which is not a clearance for take off.
