Turkish Foreign Minister to visit Ukraine amid attempts to revive grain agreement

Turkish Foreign Minister Hakan Fidan will visit Ukraine on 25 August.

DETAILS: The sources, who asked not to be named due to restrictions on communication with the media, did not share additional information about the planned visit.

“Foreign Minister Hakan Fidan will visit Ukraine on 25 August,” diplomatic sources said.
In addition, the NTV private television channel revealed that the main adviser to President Recep Tayyip Erdoğan, Akif Çağatay Kılıç, left for Ukraine on Tuesday for negotiations.
NTV says Kılıç plans to take part in the summit of the Crimean Platform (the Ukrainian government initiative aiming to speed up liberation and reincorporation of Crimea) and meet with Ukrainian officials.
They also quoted presidential sources as saying that “progress has been made on the grain corridor; making a roadmap without Russia is not viable.”
Erdoğan previously announced that Fidan could soon also visit Russia to hold talks.
The media also reported that Erdoğan is planning to visit Russia to meet with dictator Vladimir Putin to discuss the Black Sea Grain Initiative. The meeting was initially expected to take place in Ankara.
BACKGROUND:
On 17 July, Russia announced the suspension of the grain deal and threatened the parties willing to continue the initiative without Russia with “risks”. Moreover, Russia has started launching large-scale attacks on the port infrastructure of Odesa and Danube ports.

Russian dictator Vladimir Putin has dismissed General Sergei Surovikin from the post of commander of the Russian Aerospace Forces. Media reports say Surovikin was detained by Russian counterintelligence in connection with the rebellion led by Yevgeny Prigozhin; the general is known to be the latter’s associate.

The journalists say Putin’s decree also states that Surovikin will be left at the disposal of the Russian Ministry of Defense. This decree was not published officially.
A source of RBK confirmed the information about Surovikin’s dismissal. “Army General Sergei Surovikin was relieved of his position in connection with the transition to another job and is at the disposal [of the Ministry of Defense – ed.]...
Now he is on a short-term leave,” one of the sources claimed.
BACKGROUND:
- Surovikin headed the command of the Russian Aerospace Forces from 31 October 2017. In October 2022 – January 2023, he commanded a joint group of Russian troops in Ukraine, and served as its deputy commander from 11 January 2023.
- During the rebellion of the Wagner Private Military Group on 23-24 June 2023, Surovikin recorded a video message to the mercenaries urging them to return to their places of deployment. After that, he did not appear in the public field.
- On 13 July, The Wall Street Journal, citing sources, reported that the Russian secret service detained at least 12 high-ranking military officers, including General Sergei Surovikin, in connection with the mutiny of Yevgeny Prigozhin; 15 officers have been suspended or fired.

Ukraine agrees to a “hybrid tribunal” for Russia, albeit with nuances

The Ukrainian government has acknowledged that it would not be able to secure support for its proposed tribunal format based on a UN General Assembly resolution and has instead agreed to a slightly modified form of what is known as a hybrid tribunal.

During an international conference on the special tribunal in Kyiv, Andrii Smyrnov, Deputy Head of the Ukrainian President’s Office, explained that the Ukrainian approach “did not come to fruition” as several Western capitals, including Washington, fear that they themselves will face prosecution “under the Russian scenario”.
“The doctrine of international law is being held hostage by global politics, by geopolitics. And some of our partners fear this precedent will be used against them since they are also engaged in military campaigns abroad. And we need to be honest about this,” the official said.
Smyrnov said Kyiv no longer excludes the possibility of creating something called an internationalised tribunal, as the US has been insisting on, but provided that the Ukrainian judicial system does not become its basis.
“This [hybrid tribunal based on Ukrainian law - European Pravda] is an unacceptable model for Ukraine. However, establishing an internationalised tribunal does not necessarily mean setting up a tribunal within the Ukrainian legal system,” he stressed.
“Therefore, a compromise might be to introduce an internationalised tribunal as part of the judicial system of another country whose judicial system is credible,” the official said, adding that he was speaking “as a preview.”
European Pravda reports that a special tribunal for the crime of aggression will be established in The Hague and will operate under Dutch law. The Dutch government has given its preliminary consent to this.
The Hague is convenient because other international courts are operating there, as well as the Russian Crimes Register, gathering evidence of the aggression’s extent; they have experience in conducting a trial for an international crime, such as the MH17 case; and there is an acceptable definition of the crime of aggression in Dutch law.
BACKGROUND: Andrii Smyrnov, Deputy Head of the Presidential Office, believes that the format of a special tribunal for the crime of Russian aggression against Ukraine may be determined by the end of the year.

“The 545th day of Russia’s large-scale armed aggression against our country continues. During the day, 26 combat engagements took place.
During the day, the enemy launched 2 missiles and 38 air strikes, fired 26 times from multiple launch rocket systems at the positions of our troops and populated areas. Unfortunately, Russian terrorist attacks have resulted in civilian casualties and injuries. Residential buildings and other civilian infrastructure have been destroyed. The probability of missile and air strikes throughout Ukraine remains high.
The situation in the VOLYN and POLISSIA sectors remained unchanged.
In the SIVERSK and SLOBOZHANSK directions, the enemy fired mortar and artillery shells at more than 15 localities, including Rozhkovychi, Seredyna-Buda, Miropilske, Ryasne in the Sumy region and Pletenivka, Vovchansk, Chuhunivka in the Kharkiv region.
In the KUPIANSK direction, the settlements of Berestove, Tverdokhlibove, and Kupyansk-Vuzlovyi in Kharkiv region came under enemy artillery and mortar fire. In the Liman sector, the enemy conducted air strikes in the areas of Tverdokhlibove and Serebryanske forestry in Luhansk region. About 10 localities came under enemy artillery fire, including Bilohorivka in Luhansk region and Zvanivka, Vesele, Spirne, Fedorivka in Donetsk region.
In the BAKHMUT direction, the enemy launched an air strike near Ivanivske in the Donetsk region. More than 15 localities suffered from enemy artillery shelling, including Minkivka, Bohdanivka, Ivanivske, Diliivka in the Donetsk region.
In the AVDIIVKA direction, our defenders successfully repelled the attacks of Russian troops near Avdiivka. The settlements of Novokalynove, Stepove, Avdiivka, Tonenke, and Umanske in the Donetsk region came under artillery fire.
In the MARIINKA direction, Ukrainian defense forces continue to hold back the Russian offensive in the area of Mariinka, Donetsk region. The localities of Mariinka, Pobieda, Yelizavetivka, Novomykhailivka, Katerynivka, and Antonivka in the Donetsk region came under artillery fire.
In the SHAKHTARSK direction, the enemy launched air strikes in the areas of Vodiane and Urozhayne in the Donetsk region. More than 10 localities suffered from enemy artillery shelling, including Vodiane, Vuhledar, Prechystivka, Zolota Nyva, and Urozhayne in the Donetsk region.
In the ZAPORIZHZHIA direction, the enemy conducted air strikes in the areas of Mala Tokmachka, Yehorivka, and Robotyne in the Zaporizhzhia region. More than 15 localities suffered from enemy artillery shelling, including Poltavka, Huliaipole, Huliaipilske, Chervone, Zatyshia in Zaporizhzhia region.
In the KHERSON direction, the enemy launched an air strike near Romashkove in the Kherson region. Novovorontsovka, Kherson, and Komyshany in the Kherson region suffered from enemy artillery shelling.
At the same time, the Ukrainian Defense Forces continue to conduct an offensive operation in the Melitopol sector, consolidating their positions and carrying out counter-battery operations.
Over the course of the day, the aviation of the defense forces carried out 9 strikes on the areas of concentration of enemy personnel and 2 on anti-aircraft missile systems. During the day, missile and artillery units struck 2 areas of concentration of personnel, weapons, and military equipment, 2 ammunition depots, and 1 heavy flamethrower system TOS-1A of the enemy,” the General Staff of the Armed Forces of Ukraine reported.
