In reading the excerpt critically, it may depend on whether MacGregor is referencing the executive offices generically or specifically as Joe and Kamala.
As well as, “don’t see much evidence for the Vice President taking over.” meaning the VP will Constitutionally ascend but not “take over” - from whomever is actually in control.
In the specific case, Kamala will be told to sit in the chair and be quiet while the backup plan is implemented.
On the plus side, even the evil fake charities do some good work. They have to. If everything they did was evil, they would have zero cover and the jig would be up immediately.
Same for most evil organizations. Charities, Churches, Eff Bee Eye and other goobermint agencies, Schools, ....

The updated Manual substantially enhances the discussion of what the law of war requires when determining whether a person or object is a lawful target in planning and conducting attacks. It describes the legal duty to presume that persons or objects are protected from being targeted for attack unless the available information indicates that they are military objectives.
The Manual also includes a new section discussing the obligation to take feasible precautions to verify that potential targets are military objectives, including providing examples of common precautionary measures.
The update affirms that the law of war does not prevent commanders and other personnel from making decisions and acting at the speed of relevance, including in high-intensity conflicts, based on their good-faith assessments of the information available at the time.
