Didzis Šmits, Latvia’s Minister of Agriculture, has said exporting Ukrainian grain through Latvian ports is a possible scenario.

DETAILS: Šmits said exports through the Baltic corridor is not an easy task, and delivering grain to Latvia will be a challenge for logisticians, but it isn’t impossible.
Šmits pointed out that the capacities of Baltic ports make it possible to export grain from Ukraine, and the key challenge is the different widths of railway tracks, but the cargo might be quickly transferred from one train to another.
“Certainly, we need to do the maths. It’s clear that it will be complex and expensive, but if there are no other solutions, the corridor through the Baltic states is a solution,” the minister explained.
BACKGROUND: On 17 July, Russia announced its withdrawal from the Black Sea Grain Initiative and threatened “risks” to parties deciding to continue the initiative without Russia’s participation. Furthermore, Moscow launched extensive attacks on the port infrastructure of Odesa and the Danube ports.
The White House has previously said grain from Ukraine is now likely to be exported by land, adding that “we have done this before, including during the grain deal.”
Meanwhile, media reports suggest that the European Commission does not have the funding to cover additional transport costs for the transit of agricultural products from Ukraine.

American publication Politico has written that Ukraine has a plan in case of the president being assassinated during the war. Experts believe that such an event would be a psychological shock but would not affect the defense of Ukraine.
DETAILS: The article notes that since Volodymyr Zelenskyy refused to evacuate at the start of the war and instead asked for ammunition, he has played a key role in mobilising international support to fight Russia.
So it’s no surprise that Russian lawmakers and ultra-nationalist military bloggers are clamouring for him to be the first target.
Politico reminds that a number of assassination attempts have already been made on Zelenskyy, but all of them were prevented.
According to the Constitution, the line of legal succession of power is clear – when the president cannot fulfil his duties, his duties are taken over by the chairman of the Verkhovna Rada of Ukraine (Ukrainian Parliament). Precisely in order to avoid a power vacuum, at the beginning of the Russian invasion, the political leadership of Ukraine was in different parts of the country.
Politico writes that Ruslan Stefanchuk, the chairman of the Verkhovna Rada, a member of Zelenskyy’s Servant of the People party, does not have a particularly high trust rating in opinion polls.
But as Adrian Karatnytskyi, a senior fellow with the Atlantic Council’s Eurasia Centre, says, this does not matter because Ukraine has a “strong leadership team”, and in the event of the president’s death the world would probably see a “collective government” of the state.
Politico believes that the governing board would likely consist of Stefanchuk as chairman, along with Andrii Yermak, a former film producer and lawyer who now heads the Office of the President, Foreign Minister Dmytro Kuleba, and Defence Minister Oleksii Reznikov. Valerii Zaluzhnyi would remain the country’s top general.
Karatnytskyi added that he would hope to see TV presenter Serhii Prytula, who currently manages large charitable initiatives and has a high rating of public trust, among the managers.
“The country has reached a point of very substantial solidarity and national unity, so if something terrible happened to Zelenskyy, it would not be as decisive as you might think,” Karatnytskyi believes.
DETAILS: He noted that Ukraine had created a “well-honed” administrative, military and diplomatic machine: “I don’t want to say that Zelenskyy is hardly irrelevant to this. But I think the country’s unity is the indispensable thing.”
BACKGROUND:
In March 2022, Mykhailo Podoliak, adviser to the head of the Office of the President, reported that President Volodymyr Zelenskyy survived more than 10 attempts on his life in the first days of the full-scale war.

Alexander Lukashenko, the self-proclaimed president of Belarus, admitted to lying about the mercenaries of the Wagner group wanting to invade Poland.

Lukashenko claims he “joked” about the intentions of Russian mercenaries who moved to Belarus after the failed rebellion in the Russian Federation to go “on a tour to Rzeszów”.

“I joked that the Wagner fighters were whispering to each other: we are going on a tour to Rzeszów. Why? Because the equipment and weapons were going from Rzeszów to where these Wagnerites were fighting near Bakhmut. Thousands of their boys died there. And they [Wagner Group fighters] will not forgive that,” the self-proclaimed Belarusian president said.
Lukashenko believes that Polish authorities should thank him for the fact that “we invited these fighters to us [Belarus]”. Lukashenko did not specify how many mercenaries are on the territory of Belarus, but, according to him, the Wagner Group allegedly has 30,000 militants under its control.
“Therefore, let them pray that we keep and provide for them. Otherwise, without us, they would have infiltrated and hit Rzeszów and Warsaw so there’d be hell to pay. Therefore, there is no need to blame me, they should thank me,” Lukashenko says.
BACKGROUND:
-At the end of July, Lukashenko said that the Wagner Private Military Company fighters are “stressing him out” because they want to attack Poland.
-Before that, Belarus announced the start of joint drills with the Wagner Group fighters at the Brest training ground, which is close to the Polish border. According to the State Border Service of Ukraine, approximately 5,000 Russian mercenaries of the Wagner Group had arrived in Belarus as of 22 July.
-Poland is said to be in talks with Latvia and Lithuania on how to respond to the presence of mercenaries, and the three countries may close their borders with Belarus if necessary.

Slovakia Sent First Jointly Financed Zuzana 2 Howitzers to Ukraine

Ľudovít Ódor, Slovak Prime Minister, has announced that Uraine has received the first two Zuzana 2 self-propelled artillery howitzers, fuknded jointly by Denmark, Norway, and Germany.
“Our duty is to help where and how we can,” stated the Slovak Prime Minister at the arms transfer ceremony in the Slovak city of Dubnica nad Váhom, as reported by Dennik N.
Myroslav Kastran, Ukraine’s ambassador to Slovakia, was also present at the ceremony.
“This project is an example of successful cooperation and the basis for new military-technical cooperation between Slovakia and Ukraine,” he emphasized.
Ódor also stressed that Ukraine’s ability to counter Russian aggression is “in the interest of us all.”
The defense company Konstrukta-Defence will supply Ukraine with an additional 14 howitzers in the coming months. The last one is to be sent next year.
In October 2022, Denmark signed a letter of intent with Slovakia, Norway, and Germany, stating that the countries jointly decided to make a financial contribution to the Slovak production and transfer of the Zuzana 2 self-propelled artillery systems to Ukraine.
Overall, the countries agreed to donate about 685 million crowns (roughly 92 million euros). Denmark donated around 230 million crowns (30.9 million euros).
The Zuzana 2 is an 8x8 self-propelled gun based on the previous version of Zuzana: 155mm calibre, but with a shorter barrel.

In its latest statement, the Ukrainian army said that a Russian bridge was hit in the Crimea region. The statement said that a successful missile strike was carried out on the Chonhar Bridge, a key piece of infrastructure linking the Russian-occupied part of Ukraine’s Kherson region to the Crimean Peninsula, which the Kremlin illegally annexed in 2014.

Drivers stopped their cars and citizens stood still, with some letting off flares, as sirens rang around the city at 1700 (1500GMT), to mark the “W” hour, the time when on August 1, 1944, Polish resistance fighters attempted to overthrow the Nazi occupiers.
On August 1, 1944 thousands of poorly-armed Warsaw residents rose up against the German Nazi forces to take control of the city ahead of the advancing Soviet army.
The Warsaw Uprising collapsed after 63 days, leaving the city in ruins and historians divided about whether the insurgency should have been launched in the first place.

US and Ukrainian nuclear regulators to exchange technical information

The State Nuclear Regulatory Inspectorate of Ukraine (SNRIU) and the United States Nuclear Regulatory Commission (US NRC) have signed an agreement on exchanging technical information and cooperation related to nuclear safety.

DETAILS: The agreement was signed by Oleh Korikov, Acting Head of the SNRIU and Chief State Inspector for Nuclear and Radiation Safety, and Christopher T. Hanson, Chairman of the US Nuclear Regulatory Commission.
“The agreement between the SNRIU and the US NRC will be one of the crucial steps to deepen cooperation between our countries on the safe use of nuclear energy,” Korikov said.
The Agreement’s primary purpose is to continue and deepen cooperation, exchange of experience and interaction between regulatory authorities, develop joint research programmes on nuclear safety, etc.
The agreements will be implemented by exchanging information on regulations in the mentioned spheres and implementing joint cooperation projects.
BACKGROUND: The SNRIU initiated the revocation of Russia’s rights at the International Atomic Energy Agency (IAEA).
