Why hasn't the Sheriff already been arrested if the Marshall KNOWS he's corrupt?

I concede your point, they both could be corrupt
And that makes it worse as the corruption now reaches to the Federal level.
The IRS is probably breathing a sigh of relief that no wannabe dictators flew half-cocked and actually shot somebody.
