FORTRESS MONROE, Thursday, April 16.
A dispatch from Gen. PALMER to Maj.-Gen. DIX, just received, states that Gen. FOSTER has been relieved.
A river steamer, with a regiment and supplies of provisions and ammunition, succeeded in running the batteries on the Tar River, and reached the wharf at Washington on the 14th.
The enemy are still investing Suffolk. Nothing of importance has transpired there to-day.
The Richmond Sentinel has the following:
"CHARLESTON, Sunday, April 12.
The entire iron-clad fleet departed at 3:40 and 4 o'clock for the South. The impression prevails here, however, that they will soon return to renew the attack.
BOSTON, Thursday, April 16.
A letter received here to-day, dated inside the fort at Washington, N.C., April 10, announces the death, at 10 A.M. that day, of Dr. WARE, Surgeon of the Forty-fourth Massachusetts regiment.
The writer expresses confidence of their ability to hold out until reinforcements arrive.
The rebels were firing at the fort on the 10th, but only two shots had taken effect inside. The rebels remained at a respectful distance.

The Paymaster of the unfortunate iron-clad Keokuk writes:
"I am safe, and on board the Vermont, with the rest of our officers and crew, with the exception of Ensign MCINTOSH, who will probably die of injuries received in the fight, and have lost nearly all my clothing. My steward saved my sword and pistol, which is all that I have left. I saved my money, but barely that, as I went below for it after the first wave came over the vessel. Until that time, I was engaged with others in trying to stop leaks.
