This statement determines that the fertilized egg, once it reaches the wall of the uterus, has to be maintained for maintenance throughout the gestation period, or the entire reproductive cycle for humans which is averaged out to around 9 months. Therefore until the child is born, it cannot be aborted as it stays attached to the uterus until it is clipped outside the body after birth. And if it is outside the body, thus living and clipped free, it would be murder take the life of the child through either partial birth abortion. Abortion would be gone completely and only fetal death naturally would take the life.
This will not make it through the courts and never has. And a challenge to it if it got out of state to the SCOTUS would put it back into the hands of the their decision if they chose to hear the case and that would put aside the previous decision to remove Roe from the SCOTUS. Slippery slope.
