WASHINGTON, Wednesday, Feb. 25.

THE PASSAGE OF THE CONSCRIPTION BILL.

The strong affirmative vote to-day in the House on the Conscription bill surprised even its friends, and is a hopeful sign of renewed determination to prosecute the war with vigor. Out of the thirty Southern members, twelve voted for the bill, and several were absent.

THE CONFERENCE ON THE LOAN BILL.

The doings of the Conference Committee on the Loan bill are shrouded in mystery, and there are no end to the conflicting rumors to which they have given rise. The Committee certainly met this morning, and Secretary CHASE consulted with the members either together or separately, and submitted suggestions for their consideration. These suggestions in some respects varied from any before made, and were generally acceptable. Their nature can be inferred from the known views of the Secretary. On one point only is there still remaining a substantial disagreement in the Committee, and that is the tax on bank circulation; and it is not impossible that a new Committee may be appointed to settle it.

PROPOSED REORGANIZATION OF THE ARMY.

Gen. MCDOWELL has submitted to the Military Committee of the two Houses a plan for consolidating the regiments in the field, or for filling them up to the maximum, and keeping them full, from troops to be raised under the new Conscript law. The plan does away with the present anomalous state of affairs, in which a wasted regiment, perhaps hardly counting a hundred and fifty muskets, has the full complement of staff, line and field officers for a thousand men. It proposes to make such a change as will consolidate parts of regiments in whole ones, thereby disposing of supernumerary officers; then forming them into brigades, with a Brigadier for each, and then into divisions

You do know to reinstate the draft today takes but a simple majority vote from our current warmongering Congress. From Selective Service:

Overview of What Would Occur if the United States Returned to a Draft:

1. Draft Authorization: Congress and the President

A national emergency, exceeding the Department of Defense’s capability to recruit and retain its total force strength, requires Congress to amend the Military Selective Service Act to authorize the President to induct personnel into the Armed Forces.

I know I'm preaching to the 'AMEN' section but for the benefit of the drive-by curious I thought should mention that if you were a Yankee and your son got drafted, you could hire a European immigrant to serve in his place ... with the Yankee gummint's blessing.

In fact that's how Joseph Pulitzer came to America. He signed on with a Yankee recruiter ... in Hamburg, Germany.
