OUR SPECIAL WASHINGTON DISPATCHES.

WASHINGTON, Thursday, Feb. 19.

The Committee of Ways and Means have perfected the tax bill, and intend to report it to the House to-morrow. It will at once be printed. It is authoritatively stated that no increased tax is recommended on whisky, nor tobacco, perhaps.

The statements to-day in regard to the success of the Bank measures in Congress are exceedingly contradictory. Some boldly assert that the House will never pass the Bank bill; but such statements seem to be based upon unreliable or interested information. It is indisputable that the bill gained strength in the Senate up to the time of its passage, and its friends appear entirely confident that it is doing the same thing in the House, and sure of success. The present rapid appreciation of gold greatly strengthens its chances and damages those of legal-tender issues, and the proceedings to-day indicate a resolute majority, determined to carry it. Many who have heretofore doubted its success, are satisfied, since the debate this evening, that it will pass.

The Senate bill authorizing the President to confer the rank of Fleet Surgeon on the eighteen senior Surgeons of the navy was reported back to-day, and will soon be put on its passage.

The Senate Naval Committee report in favor of repealing the law establishing and equalizing the grades of line officers, and of restoring the old law. The report will probably be adopted.

Persons in a position to know have expressed the opinion that at least twent-five million dollars have been stolen in the Quartermaster's Department during the last few months.

There is a significance, not at first apparent, in Mr. WILMOT's resolution, which was to-day adopted in the Senate, calling on the Secretary of War
