OUR SPECIAL WASHINGTON DISPATCHES.
WASHINGTON, Sunday, Feb. 15.
Lieut.-Col. DOOR, of Gen. FOSTER's Staff, arrived here to-day, direct from Port Royal, with dispatches for the Government. He utterly denies the recent sensation reports in regard to a quarrel between Gens. HUNTER and FOSTER. The same denial is made by the President, and no reason exists to believe that anything has occurred likely to impair the efficiency of our army in the Department of the South.
Two refugees, who arrived here to-day from Richmond, which place they left on Wednesday last, state that five brigades of troops from the Confederate army at Fredericksburgh passed through Richmond last Sunday, apparently on their way to Charleston. On Thursday, the main body of the rebel army was stretched along the railroad between Sexton's Junction and Fredericksburgh. They estimate these forces at from forty to forty-five thousand men. Great anxiety is felt in Richmond in regard to the anticipated attack by our forces on Charleston. The rebels greatly dread our iron-clads. The rebel army of the Rappahannock are very poorly supplied with clothing, and have not been paid off for some months. A great deal of dissatisfaction exists in consequence. The supply of provisions, however, is ample.
Wall-street operators, as well as some financial writers in the New-York Press, evidently confound the Loan Bill of the House, which passed the Senate on Friday, with the General Free Banking bill. It should be borne in mind that they are two separate and distinct measures. The Bank bill has passed the Senate only, and provides, practically, for the nationalization of the New-York banking system, and extending it over the entire Union, so as to give the country a uniform and National currency, in place of the gold and silver which has been driven out

Russia is adopting this same strategy in Ukraine. War crimes, starvation and sheer numbers worked for the North. The Russians see it as a winning strategy.
And yet the evidence for alleged Union "war crimes" is... nothing but propaganda repeated endlessly until people think it's true.
I did not know that the French used African troops in Mexico. They are supposedly immune from Yellow Fever.
