I'm just wondering what might have happened if it had a nuclear payload and it was set to go off after dropping to 75,000 feet or so?

It certainly is. And the Chinese would use it in a split second if they could.
There would be little collateral damage compared to nukes. Just body disposal after they’ve starved to death.
Maybe they avoid the red areas cuz that's where their customers live

If it had a nuke, the EMP and fallout would be about the same if it were in Montana, or off the east coast. The latter might be worse.
If it were set off over Montana, it might leave a black spot a couple of miles wide.
Nukes are under incredibly tight control, no matter who has them. No one with nuclear authority would sling an armed nuke under a balloon and send it off to float around in the atmosphere.
Not gonna happen.
Besides, they are very heavy.
People have brought up EMP’s and biohazards, which present a miltary threat to the US, just the same. When I suggested nukes, I was really suggesting the idea of using balloons as delivery methods of weapons. It didn’t have to be nukes themselves, but really anything that could be carried and pose a threat to the US.

It would have to be a much bigger balloon. Nukes are heavy.
If it were a small nuke, the radiation would be insignificant. The EMP triggered at that height, with a tiny nuke would cause the cars in the midwest to stall. Then they would start again.
Then…China would have to face a United States that it just nuked.
It’s a fun, but silly except use.
At that height any virus would be sanitized.
The UV light would kill it. The cold would take care of the rest.
The Starfish test that produced the biggest emp effect was 1.4 megatons at 250 miles. I don’t see a balloon that could lift a device like that to any height. Plus high altitude balloons are good to 120K feet or so.
9 months. I think it would be a lot less than that. Just think of how the teenagers and EV people would be without electricity to charge their phones or cars.
China wouldn’t have to invade. They could just watch the American people eat each other alive.
If anyone thinks the cities are bad now, I don’t anyone could imagine what they’d like.
