There was some speculation that China had some measure of control to direct the balloon. It wasn’t subject solely to the wind blowing.

Pretty sure American technology can relatively remotely spot fissionable material in denser surroundings than a gondola on a giant balloon. Couldn’t be kept secret, even by the traitors in charge of the American ‘intelligence community’.
An EMP setup not activated would be a lot harder, maybe impossible, to detect.
I’m assuming that if attached a nuclear payload to it, we are in the middle of a war with them. I don’t think they will attack us first, unless they intend to take us out and leave us paralyzed.
