Five cops descending on a skinny young pseudo-perp, and nobody wanted to do what was necessary, physically, to cuff and immobilize him.

Why was this?

The pseudo-perp was showing no signs of being violent or dangerous. He also wasn’t clearly resisting arrest. What he WAS doing was squirming. He was (probably annoyingly) refusing to stop moving.

It seems as if none of the officers wanted to get tagged with being unduly violent in the process of cuffing him.

Then he probably started pulling his arms and legs clean out of their collectively strong grasp and all hell broke loose.
