NEWS FROM WASHINGTON: Preparations for the New Issue of Treasury Notes; ANOTHER BATCH OF GENERALS (1/23/1863)

WASHINGTON, Thursday, Jan. 22.

Arrangements are being made for the speedy emission of the one hundred million new Treasury Notes authorized by the late joint resolution of Congress. The agents of the Companies now engaged in printing green backs for the Government are here, as are also the representatives of two other Companies, each desirous of securing a share of the new work. It is believed that Secretary CHASE, profiting by experience, and in order to provide against damaging delays, will so divide up the printing of these new notes as to guarantee the payment of the army in the very shortest possible time that the resources of American art can compass.

The finance measures again formed the subject of discussion in the House to-day, and were argued with various ability by the various speakers. The general belief seems to be that the bill reported by the Ways and Means Committee, amended as suggested by Secretary CHASE, and as published exclusively in the TIMES of Tuesday, will pass by a large majority. Some unimportant amendments may be made. Secretary CHASE has addressed a letter to Mr. SPAULDING, fully indorsing the financial features of the bill, as amended by the Committee of Ways and Means.

Some excitement is caused by the verdict of the Porter Court-martial, but the action of the Government excites a hope that the courage thus displayed in dealing with an officer of high rank may make itself manifest in all its administrative acts.
