Who knows, maybe someone who rebelled against the radical hippies in Berkeley in the late 60's.
Also, why is this residence hall "unused" with the chronic homelessness in the Bay area.

The building is a residential hall complex and event space that sits roughly a mile from the main campus and has not been occupied for many years.
Police said there are no outstanding cases of missing persons from the Berkeley campus community.
University students received a campus alert on Friday, KTVU reported.
An unidentified man who was working in the area when the skeleton was discovered told the outlet that it didn’t surprise him that much.
“There’s a lot of homeless activity here, so it was an abandoned building, so figured probably something like that happened,” he said.

Probably from back in the last recession, when the college could only afford a skeleton crew.

Not an expert, but I’ve heard the very simple method is to wash bones with mild soap and water, then let soak for days, if possible. Some will use Hydrogen Peroxide, but not that 3% solution you find at the dollar store. There are several stronger concentrations. Place in a flat tub, fill with Hydro/Perox, fill and cover for a day or more.
Don’t use bleach, as that will break the bone structure down.
