The murder of Kitty Genovese is a bad example. The media sold the lie, in order to cover for government negligence, that no one did anything. Multiple people did in fact call the police.
And, if Mr. Ngoy is a certain level of melanin enhancement, bystanders will also worry about being targeted as racists.
1. Intervene, and face the potential legal consequences of putting a rabid, quasi-humanoid mutant down.
2. Avoid intervening in a situation where an innocent crime victim needs help.
My answer to this dilemma: Stay away from any place where rabid, quasi-humanoid mutants are found.
