Black told Steamboat Pilot & Today that he and his team are lost when it comes to the phenomenon.
'It's frustrating, trying to figure out exactly what occurred in this incident,' Black said.
The director also said that while they don't believe wolves to be behind the deaths, they also can't rule them out completely.

Officials in Colorado are scratching their heads after dozens of cattle have been found slaughtered over the past few weeks by an unknown creature that left no tracks.
In the past two months, more than three dozen cows have been found dead near Meeker, Colorado, according to local media outlets.
The first batch of 18 cows were found dead in October and officials said that just five of the animals looked as thought they may have been killed by wolves.
'Missing tails, bite marks on the hocks and flanks and hamstrings,' said Travis Black, the northwest regional director for the Colorado Parks and Wildlife.
In general, the theory seems unlikely to the CWP official who says the whole situation remains a mystery as they have found no tracks or evidence of the animals in the area.

If there were no laser-precise cuts and/or strange removal of body parts, these deaths could be the result of any number of natural causes.
But the Daily Mail is using it as clickbait by not giving us those details. We are meant to assume or consider "mutilation by aliens."
A friend of mine lost 40 sheep in one night to a single wolf. He just kept killing them for no reason.
Wonder how they like their steaks?

BTW, Art was a ham radio operator, W6OBB, and he is in one of my old logbooks. When he got on, seemed everyone who had a ham radio was calling him.

Back in the early 80s, Wyoming ranches had a problem with folks swooping in on helicopters, quartering out their cattle with chain saws and leaving behind the residual carcass/parts.

I enjoyed listening to Art as well. I still listen to some of his old shows from time to time on a streaming channel.
I know he was a ham operator. In fact, I’m convinced that some of his most successful “stories” - most notably “Mel’s Hole” - were cooked up by he and some of his ham radio friends.
Wild animals, poisoning, death by natural causes wouldn't create such a clue.
