This sounds a lot like modern pharma where they prescribe a new drug to counter the effects of the drug they have been prescribing.
A simpler solution would be to stop the flow of fentanyl.

How about if you get a shot of narcan for an overdose, the EMT gives you the fentanyl ‘vaccine’ right afterward?

Totally useless. People that want to take these drugs are going to.
They aren’t interested in some ridiculous vaccine.
Vaccine implies protection from an unwanted invasion to the host.
This is clearly not the case.

Fair enough. My brother-in-law was in the hospital a little while back... heart attack. Painful. They asked him “do you want fentanyl for the pain?” - just hearing the word nearly gave him another heart attack. Needless to say he isn’t a candidate for that vaccine.
