Election integrity changes in law that I would like to see

The GOP should push for the following changes in federal election laws.

1) Importation of ballots from overseas banned
2) Separate voter roll from the rolls used for state elections. Congress to provide a per registration reimbursement to the state.
3) Federal voter roll purged after the inauguration and states must notify other states when a person moves into the state and establishes residency (new drivers license, new postal address, new tax location, etc)
4) Voters must register with ID and proof of residency
5) Registration closed from the 15th of October till the 15th of November.
6) No ballots given to anyone not registered to vote
7) Mail in ballots only for shut-ins and those that can show that they will be out of state during the election
8) Voting in person requires presentation of a federal or state photo ID in order to receive the ballot.
9) Possession of a ballot without authorization is a federal crime.
10) All ballots must be counted within 24 hours of the close of the polls.
11) Ballots may only be printed by US companies on printers that provide a machine identification code
12) Each ballot must be printed with the (concatenated business license of the business, date and time of print job, and batch/serial number) that has been encoded by a cryptographic hash
13) all ballots must maintain a custody trail
14) tabulation of the ballots must be done in batches of 100 and countersigned by a member of the two largest parties. Batches not countersigned will be set aside for ajudication.

The only time Republicans will do anything about voter fraud is when the RINO Trump-Haters are themselves affected by it. Until then, the Congressional members of the GOPe will sit on their hands like they have for the past 20 years (Gore’s 2000 Florida hanging chad attempt to steal the election). Rick Scott started the election reform in Florida. DeSantis and the State Legislature completed it. Florida was a fiasco for many years, with various counties conducting their counts like Maricopa County in Arizona. That shit stopped when Scott, DeSantis, and Florida’s State Legislature got serious about getting rid of laws that afforded Democrats the ability to get away with cheating.

You start out by just returning all laws and practices to about 1980. Then you throw in voter ID and you are all set.

Nully's modest proposal to end voter fraud:

• Paper ballots (zeugma adds) with human readable marks. They may be computer generated, and/or computer counted, but there must be an audit trail of each vote. H/T zeugma
• All systems using computerized counting must have open source software, two fully separate and independent companies provide redundant, crowd source vetted, software. Counting is done on two separate systems and cross-checked.
• Manual counting and loading paper ballots into counting machines must be live streamed from multiple cameras, with interlocking fields of view, on independent connections.
• Every ballot run through a machine scanner MUST have a date/time stamp applied at scanning, the scanner shall verify that no ballot is being counted twice. In the event of a recount, where a block of questionable ballots were run, those ballots can be sequestered and forensically evaluated for fraud, and identifying fingerprints and DNA evidence.

• Mandatory free on demand BIOMETRIC (iris scan, nobody ever left their irises at a crime scene!) photo voter ID card, with a database that instantly flags for arrest anyone seeking multiple IDs. Change of name or address? Simply have your old card voided when you apply for the new one.
• No precinct reports their totals until ALL precincts report they have totals. This prevents the last-to-report precinct captains from knowing how much to fudge a report to give a win to their preferred candidate while maintaining some slight semblance of credibility.
• Repeal Motor Voter.
• End same-day registration where it exists, and allow ample time between registration and election for vetting of credentials of registrants.
• Instantly deport any non-citizen who registers to vote. Permanently ban from re-entry any non-citizen who actually votes.
• All voter rolls are automatically and completely purged ten days after the Presidential Inauguration. Reregistering to vote every four years is not an imposition, unless you are dead, of course! H/T The Chid
• Put a little ⩍ next to the names of those registered voters with death certificates, and detain and put a 72 hour psychiatric hold on anyone claiming to be a dead person...

• Absentee ballots must be vetted and counted 10 days before the polling date, with the results secured and embargoed until close of polls the date of the vote. H/T octex

Mexico has voter ID cards required to vote, and when you vote, they punch a hole in your card to prevent multiple votes in the same election.

I don't know if you get a 10% discount after you've accumulated enough punched holes…

Of course, all this would only apply to Federal elections, for federal offices, as that is the legitimate concern of the federal government.

Let the states who have local authority use whatever system they wish to force the elections of their favorite sons and daughters to alderman, mayor or goobernor. They can do it the cheap way, by just following the federal rules for all voting, or they can have separate ballots for local and federal. Their call. It's a free country, ain't it?

PERSONAL VOTE LOOKUP. There needs to be a way that anyone can see how their vote was actually counted. This could be a random number on the ballot with a corresponding removable tag, combined with online lookup.

CITIZEN BALLOT REVIEW. All ballots need to be scanned and made publically available online.

SEVERE criminal penalties for failure to follow proper chain of custody.

SEVERE penalties for fraud, such as $100,000 per vote created or changed.

CAPITAL PUNISHMENT for organizing voter fraud.

CITIZEN VOTE INTEGRITY. This would be volunteer / paid positions like jury duty.

ONLINE CONTINUOUS VIDEO of all polling places, ballot transfer, counting facilities. This can be done in a way to retain anonymity.

Which brings me to this, is anonymous voting really needed? It seems to make no difference in corrupt Democratic cities. Senators and Reps have to vote openly.

Ballots counted at the precinct level. Precincts limited to 5000 or less. Simple numbered folder for people to sign when voting. At the end of the day, the number of voters in the folder is transmitted to the election board. All vote tallies for every office must match this number, then submitted to the election board.

Please note that as a result of diabetic retinopathy, I have had surgery on my eyes and get multiple laser treatments and shots in my eyes.

I could not qualify for the CLEAR program at airports due to retinal changes, and wound up going through the TSA PreCheck program.

There are other biometric challenges to virtually all attempts at bio verification.

Maybe someone without fingerprints should be denied the right to vote - it's common for the mafia to burn them off - but there needs to be a middle ground short of a tattoo on the forehead or hand.
