That works for any given frequency but if you are tuning to a modern orchestra you need a certified pitch of 440 to tune your instrument relative to said pitch(at least in America)(an octave below that by ear relative to the rest of the orchestra for bigger deeper strings), Once you have your standard “A” then the rest of the strings follow.

As others have suggested, you're describing a pitch pipe. That said, unless you've got an ear for such things, it would be much easier with something electronic like this Snark (amazon or musician's friend, for 2 sources):

So much better than phone apps, websites, videos, pitch pipes, or tuning forks.
Sometimes, though, if you’re playing with a piano, you have to tune to the piano. It doesn’t help to be ABSOLUTELY in tune if you’re not RELATIVELY in tune.

We have two hammered dulcimers, a mountain dulcimer, a bowed psaltery and a Weissenborn guitar.
I don’t think we’d manage without our Snarks. (Husband suggests Korg, too.)

You can even temper your tuning with them if the intonation of the instrument is slightly off. I have one of those on each of my basses. They are indispensable, especially when performing outside and you need to quickly tune between songs.

Yes — what you want is a digital tuner that can hear the instrument and then tell you exactly whether you are sharp or flat.

Berry Gordy once opined that one reason a lot of Mowtown sounded a certain pleasing way was because they tuned by ear and the bass was invariably slightly sharp. So hey when you get your tuner go a little sharp!

Pitch-pipes still require you to have the ear to match the strings to the pipe.
The digital tuners work very well and most let you tune to A440, A441, or A442 depending on who you're performing with.
