That definitely looks like something is wrong. I wonder if this is why he is accusing Ukraine of planning a dirty bomb attack. If he knows he is dying soon he might plan to do a dirty bomb attack on Kherson or one of the other Ukraine cities he is about to loose. Kherson dirty bombed could make river traffic difficult for years. Also interfere with travel to Crimea depending on bomb size and strength.
