PHILADELPHIA, Wednesday, Oct. 15.
The Bulletin says that it has received a private letter, dated Shippensburgh, Cumberland County, which states "that the rebels are crossing the Potomac River again, at Hancock, in large force."
Great excitement prevails.
A private telegram from Chambersburgh, last might, says that heavy firing was heard all day in the neighborhood of Hancock.

The reported rebel crossing of the Potomac at Hancock is not believed at Harrisburgh.
WASHINGTON, Wednesday, Oct. 15.
The TIMES special correspondent, at Frederick, sends the following dispatch this evening:
"I have just seen, at headquarters, a Lieutenant who left Poolesville at 9 o'clock this morning. He says the same rumors are current there as in Frederick, in regard to a return of the rebels, but the story is altogether destitute of foundation. I have also seen one of Gen. MCCLELLAN's Staff, who left headquarters this morning. Nothing was known there of the enemy having crossed the Potomac. Mrs. MCCLELLAN was still there.
I have conversed with Dr. MORAN, Examining Surgeon, who has been placed under arrest at his own house. He is a polished and agreeable gentleman, of hitherto good character, and much esteemed here. His examination will take place in a day or two. He firmly asserts his innocence of the malfeasance charged against him."
Our correspondent at Frederick also sends the following:
Lieut. SACKS and Sergeant GEBHART, Company K, Fifth Maryland Infantry, have been badly shot by the accidental discharge of a gun. GEBHART loses both eyes.
The rebel cavalry pickets are in sight from Bolivar Heights.
The Second Cavalry, regulars, are reconnoitering, with two days' provisions.
A balloon reconnoissance will be made to-morrow.
New tents have arrived for Gen. CALDWELL's men.
