For most of the past decade, there's been rampant speculation that the NFL might eventually put a team in London and although that hasn't happened yet, it's an idea that the league is still considering.
As a matter of fact, not only is the NFL thinking about putting one team in London, but Roger Goodell actually floated the idea of putting an entire division in Europe. The commissioner's comments came over the weekend while he was in London for the Giants-Packers game.
During an interview, Goodell was asked about the possibility of London getting a team.
"There's no question that London could support, not just one franchise, I think two franchises. I really believe that," Goodell said, via NFL UK. "That's from a fan perspective, from a commercial standpoint, from a media standpoint. I think [London] has proven that."
Goodell was then asked if the league would ever consider putting an entire NFL division in Europe, which would consist of four teams.
"That's part of what we're doing," Goodell said. "We're trying to sort of see, could you have multiple locations in Europe where you could have an NFL franchise, because it would be easier as a division."

They can base the London team in Tampa, that will be their American headquarters. All the players will live and practice there except when they are playing in London on game day. They will have an agreement with the British government to be taxed only when they are playing in the U.K.

A lot of great Scottish players too on those teams. They used to have the British Home Championship every year, where England played Scotland.

Why not NFL world wide? Big Ten conference spans from Pacific coast to Atlantic coast. Proximity is no consideration any longer.
If you look at all the major North American sports, the one where a European team or division is most feasible is hockey — and the NHL has never seriously considered it (for a whole bunch of reasons). I don’t see how the NFL would have a better chance of success over there.

In that scenario it’s not really a London-based team. It’s more like a Tampa-based team that has been permanently displaced by a major hurricane and is forced to play its home games somewhere else.
I think you might see the NBA expand to Europe, as they are about to get flooded with European players.
They are already proclaiming Victor Wembanyama as the next dominant player, when he enters the 2023 NBA Draft.
