I was wondering if it could have been an old and privately owned firetruck, but the instagram video clearly showed it was very new. Not likely to be privately owned.
Seems staged. How did the person catching it on video know to zoom in on the passenger door? Unless it’s happened before and someone was trying to get the evidence.

Is it possible that because she was nearly undressed they let her sit in the back of the vehicle until the “all clear” was given so she wouldn’t be waiting out in full view of the public? I don’t know the original nature of the call or how serious it was.
But if I were responding to a minor call and a woman (or man) was evacuated and standing outside in their underwear (or bikini) I could see it being reasonable to let them take shelter in a vehicle until they could return to the site.
