Vladimir Putin's health has been brought into question yet again as new footage emerged today of the Russian president seemingly unable to use his right arm.

The clip captured the moment Putin, 69, was given a tour of a military museum as part of a weekend of festivities marking Russia's Navy Day, celebrated on the last Sunday of every July.

The Kremlin chief is seen speaking with Ksenia, daughter of defence minister Sergei Shoigu, when mosquitoes begin buzzing around the right side of his face.

Putin raises his left arm in an attempt to swat them away while his right arm hangs limply by his side.

He continues to itch and swat all around his head with one arm before walking alongside Ksenia with a slight limp as she continues her tour.

The clip is the latest of a litany of videos which appear to show the Russian president walking with a limp, struggling with strange ticks including odd foot and leg contortions, and un-coordinated movement.

Putin has an unusual gait that to experts suggest that he suffered on the right side from some form of childhood paralysis such as cerebral palsy or post-viral nerve damage. If so, deterioration with age and stress is to be expected. The course of such a disorder is not fully predictable though.

In addition, Putin is thought now to be suffering from Parkinson's or some other similar disabling ailment. If that is so, medications can temporarily alleviate the symptoms, but the prognosis is likely for increasing disability with death in several years.

Both these conjectures offer insight into Putin's character, career, and habits of thought. Overcoming childhood paralysis requires an unusual and intense development of willpower. Notably, Putin distinguished himself in the KGB and St. Petersburg municipal bureaucracies by a high degree diligence and reliability.

As the Soviet Union decayed, Putin was directed by his KGB superiors to arrange for the safe expatriation to Europe of the corrupt fortunes of the KGB elite and their allies. After doing that successfully, Putin was urged to pursue a political career with Russian nationalist objectives.

The development of Parkinson's is said to affect one's thinking and character even before symptoms are fully manifest in puublic. In essence, Parkinson's tends to amplify determination and a sense of urgency that can lead to ruthless and reckless behavior. Hitler is believed to be an example, with the development of Parkinson's seen as contributing to his fateful decision to invade the USSR.

Is Putin healthy? Obviously not. Special bathroom arrangements were made for Putin on a trip to Paris several years ago to collect his urine and feces for secure return to Russia by courier. Otherwise, Western intelligence services would have been able to use them to determine Putin's health condition with analytical precision. As it is, we are left to wonder, watch, argue, and await events.
