Between you and the person you’re calling may be 5 or more phone systems. One of those couldn’t make the connection.

You might have been blocked by the person you are calling
Person may be in an area with no service (although it usually would go to voicemail)
They may have calls forwarded to an expired or non-existent number.

Wired? Wireless? Cell phone? Landline? Where is number being called located? Are their issues that would affect infrastucture in that locale? Flood, wildfire, EMP, Aliens?

It is more likely that the receiving end of the call is experiencing network issues. Another reason could be the called party has their phone unplugged or set to ‘do not disturb’ without having voice mail. The best thing to do is to try again later.
