It is more likely that the receiving end of the call is experiencing network issues. Another reason could be the called party has their phone unplugged or set to ‘do not disturb’ without having voice mail. The best thing to do is to try again later.

Actually it has been happening a lot in the last 5 orv6 months. Particularly in calls overseas; most often South America; but also local calls. Usually can connect after 3 or 4 trys. Something is definitely different.
