In Florida, whether you can kill it seems to depend on the county you live in; while Florida state law appears to classify peafowl as “domestic livestock”.

I left a “night letter” of a copy of highlighted city ordinances on a neighbor’s door, whose son played his drums in an open garage. One more time after that, probably out of spite, and then quiet.

The same punk years later would smoke in his truck and throw the butts on the ground. I picked them up one time, and gave them to him in a baggie, but he kept at it. A few months later his vehicle was totaled, and no more problems.

Free-range is supposed to be limited to your own property.

The owner complained about the neighbor and neighborhood children which means he apparently knew his animal wasn’t where it belonged.

False arrest. False imprisonment. Abuse of power.

If a cop came out to do the report and was attacked by a rooster, the cop would probably do the same or worse.

A decent neighbor would have apologized for the rooster attacking, said he was roasting the rooster, and then asked if the neighbor preferred white or dark meat.
