That sculpture is a bit much. Personally, I think a proper Juneteenth memorial would be a simple plaque that says:
On June 19, 1865, Republican troops lead by a Republican president freed the last of the slaves held captive by Democrat slave owners.

I noticed the raised fist is being used as a "Juneteenth" symbol.
It's called the black power fist and originated with the Black Panther Party (Marxist-Leninist black power political organization founded by college students Bobby Seale and Huey P. Newton in October 1966 in Oakland, California.)
