I'm from Mississippi. What you just outlined has been the playbook of 95% of the african american population of Mississippi over the last 40 years (and plenty of whites to be fair). The only thing I'd add to it is that the boyfriend never sticks around more than a few years, they're always moving around and the woman moves another one in, has a couple more kids by him, then he moves on.

You also left off a significant number of the welfare programs that they use to make money from this scheme. They get more than just what you mentioned, sometimes much more.

I have known a number of couples who employ just that strategy. Other than being sponges, we’re not even talking about the stereotypical gutter welfare queens either.

In fact, I know a few retirement-age folks who do that claiming that the social security checks are significantly larger if both parties claim social security as single rather than married. Don’t know if that’s true or not, but that’s what they’ve told me.

That $900 Section 8 allowance is less than half the average rent for a 3 BR house in my neighborhood.
