Vote only in person on election day
Vote only with ID/proof of citizenship
Vote only in precinct where previously registered
Absentee ballots for out of country military only
Mandatory penalty for fraudulent activity:
10 years in prison, to be fully served, no early release.
Enforce above policies
Military and Foreign Service (Embassies) would be the only exceptions. Expats (I lived in Asia for 25 years) can buy a plane ticket.
Courts are going to be busy.

Yes; that’s happened several times here in Washington state in close gubernatorial races. Gregoire and Inslee both stole their elections that way.

An absentee ballot could reduce, if not eliminate the fraud associated with mail in ballots
absentee ballots have to requested by a registered voter, who ills it out and then sends it back in by a certain date.
Mail in ballots are the complete opposite and should be banned. EVERYWHERE.
