Not sure if this was serious or if he was being sarcastic.
I would tend to go for sarcasm.
Security people tend to have no sense of humor and rightly so but when you are having a bad day anyway the urge to yank their chain can be almost overwhelming.

So in 2019 no one took it serious enough to arrest him and charge him? It’s not like they did not know who he was and how to find him. Why 3 years later? Sounds like there is something missing in this story.
