resident Joe Biden is scheduled to meet with the Congressional Hispanic Caucus on Monday amid a growing divide within the Democratic Party over when the administration should consider ending a Trump-era policy of turning back immigrants at the border based on public health concerns.
The issue has been a thorny one for Biden. The president has disappointed advocates with his actions on immigration and the slow speed at which he has worked to reverse restrictive Trump-era policies. But immigration officials within his administration are reportedly wary that if the order is lifted at the end of May as scheduled, a crisis at the border could result. Either way, immigration is certain to be a Republican talking point heading into midterm elections in which most analysts project broad Democratic losses.

Congress returns to Washington on Monday with plans to revive the $10 billion deal. But it remains to be seen if those senators will continue their push to tie the dispute over Title 42 to the passage of more pandemic relief or if Democratic leadership would consider relenting to an amendment vote if the group of Republican and Democratic senators won’t drop their demand.
The White House appears sensitive to popular concerns about immigration across the political spectrum but has worked to untangle Title 42 from larger questions about immigration.
“Title 42 is not an immigration policy. That’s the point, spokeswoman Jen Psaki said this week. “It’s a public health authority that Congress has given the CDC authority to make a determination about. They made the determination. So, if we want to address immigration, let’s have a conversation about that. But let’s not hold COVID funding hostage because we’re going to have to end a range of programs that are going to hurt the American people. That’s the issue.”
