Russian attacks have destroyed an oil refinery in the central Poltava region and struck “critical infrastructure”, most likely oil facilities, near the key port city of Odesa, local officials said.
Kremenchuk, 250km (150 miles) southeast of Kyiv along the Dnipro River, had Ukraine’s only fully functioning oil refinery.
Vladyslav Nazarov, an officer of Ukraine’s Southern Operational Command, said on Telegram that there had been a missile attack on “critical infrastructure”. Two columns of thick, black smoke could be seen rising into a grey sky before spreading out over the city.

How exactly do they conduct a war without a general, or equipment?

Well that’s one way of putting it.
I’d guess oil facilities would be a Russian target - looks like Odessa is now on the front burner. But the people still there appeared to be either gone or those remaining ready for what ever might come.

Probably not a smart idea for Ukraine to strike the refinery 20 miles inside Russia. Payback can be a beach.

FYI, Ukraine attacked and destroyed a Russian Motor Fuel Facility INSIDE Russia a couple of days ago.
Russia struck back.

Yes I saw that happened - nevr can tell who did it til the dust is clear with so many different groups operating in Ukraine - reminds me of the Syrian war with all sorts of bad groups who wanted the war to cotninue so they can get paid.
