It was a "no go" area in the 1980s and early 90s. Rising rents and the unchecked growth of the Fedzilla has helped it "gentrify" but yes - its still a good place to get your car stolen.
All that invested effort and money to help others and these punks take it away in a moment. I guess the perps are victims too so we’re even. Now we get to feed them in prison.
Last time I was there was in the early 90s. They had the best Ethiopian restaurant in the region back then. During dinner, we heard that another diner had had their car stolen.

One of the problems with the mass media propaganda is that city dwellers and commuters are often unaware of the real risks they face from the “locals”.
DC is amazingly “diverse”—they have violent street gangs of every possible ethnic and national origin—often fighting for turf.
