1. Fauci has noting to do with State Department or DOD programs. Bringing his name up like this shows the author has no idea what he is talking about, is trolling to get hits for ad revenue, or is a disinformation agent.
2. The program has been around for 30 years. It has produced reports, studies, worked with other governments and arms control researchers for 30 years, even if the public never knew of it or paid any attention to it.
3. The U.S. Embassy in Ukraine is in Kyiv. What they are doing is disconnecting servers from the public internet to protect from cyber attack.
This isn't that hard to figure our.
