My reaction exactly. He wasn’t assaulting or harassing her, at least the article fails to suggest it. So, as an employee of the University she has brought embarrassment to the institution as well.
It’s only harassment if you’re using your position to get what you want, and that usually requires you to be in a supervisory position. The employee who’s in the subordinate position is theoretically a victim. Of course it’s not necessarily the case but that’s the logic of these laws.

I worked at Honeywell back in the ‘80’s. I saw my boss’ boss, who was married, chase his secretary around the desk. She slept with him in the hopes it would cool the whole thing down. It didn’t and she quit. There were affairs all the time and when they came out, the woman was the one fired. The only time they were both fired was when a woman’s husband showed up at midnight with a pump 12 ga and politely asked the guard, “Where’s Lolla?” The guard responded, “Beam Q47.” (He didn’t even lie.) THEN, they fired both of them. (She was out in the man’s van boinking. The Sheriff’s deputies arrested the man without incident.) A fellow female employee said to me in shock, “I can’t believe they fired him too!”
