Harry wants to have police protection rather than private security when he and his family are in the UK because they do not feel it is safe here, and in a statement by a legal representative he said he was prepared to pay for it.
Harry is arguing his private protection team in the US does not have adequate jurisdiction abroad or access to UK intelligence information which is needed keep the Sussex family safe.
“The UK will always be Prince Harry’s home and a country he wants his wife and children to be safe in,” the legal representative for the duke said in a statement to the PA news agency. “With the lack of police protection, comes too great a personal risk.” The representative added: “The Duke and Duchess of Sussex personally fund a private security team for their family, yet that security cannot replicate the necessary police protection needed whilst in the UK.
“In the absence of such protection, Prince Harry and his family are unable to return to his home.”

Alternatively, traveling with private security rather than public is too humiliating to endure.
I think that his grandmama has severely undercut his position with the tough-love action she has invoked upon her son & his uncle, Prince Andrew. In stripping him of his ‘royal privileges’, she is saying that actions have consequences and that is REGARDLESS of position in the Royal Family!
Prince Andrew made his bed with Jeffery Epstein and Prince Harry has done the same with Meghan Markle! Refuse your duties and take advantage of your privileges and you will LOSE your protections!

In an unrelated question, I was wondering if they plan to fly coach to GB on their next visit.
Harry has made himself a nonentity. He is now unimportant. Why would he need security?
This seems to be the most plausible reason. I doubt Meghan wants to go back to the UK. Sets up a good excuse
But Harry is a low down skunk. His family is reeling over Randy Andy and he choses this moment to strike. I guess security will have to be stripped from Prince Andrew now.
I bet he’ll want a motorcade too instead of taking the tube from the airport like the peasants.

I don’t believe they want to take the risk of bringing their “little ones” back to UK for fear of DNA results being revealed on the tykes.
