BTW, it looks like there is a small pond there. It cant be fresh water? Has to be salt water..

The climate doesn't look all that bad. You could probably grow kale and cabbage most of the year and other vegetables seasonally.
Though I would imagine a strong ocean gale would send you seeking shelter deep inside the castle on occasion.

In the details, you lease the island from the town, and you also pay out of your own pocket in order to maintain the island (except for certain emergencies involving a few facilities such as “the toilet block” and “the jetty”).
You are expected to hire necessary staff and operate the public amenities, and to have prior experience as such an operator (ie you also own a pub somewhere else).
Power (energy) is required to be “GREEN.” And, that has yet to be established.
No mention of How to Repel Boarders (your duty to defend).
You do get to say when and what is open; but, there is an expectation by the town, that you will attend to the work. What the island has to offer, is seasonal - sounds like summer months.

With a dozen million dollars, and more importantly, permissions, it could be rebuilt into a comfortable place for tourism, recreation, and scientific crews.
1) Create a protected cove next to it with idea of accumulating sand and turning it into a sandbar on which can be grown plants. Next to that build a fishing pier.
2) Refurbish the castle. Heat the rooms with tile stoves.
