There are two kinds of tracer rounds. There is the kind that shows where the bullet goes, and the kind that shows where the victim goes. The perp was shot by the second kind of tracer round in this case, and the trail left by this particular bullet led the police right to him.

A friend of mine shot burglar in the face at close range with a .357, and the guy ran away and flagged down a bus to get to the hospital (police came and got him there).
Apparently, the jaw is like the densest bone in the body, and was able to deflect the round.
