WASHINGTON, Friday, Nov. 29.
Dispatches have been received at the Navy Department from Flag-officer DUPONT, dated Port Royal, 25th inst., giving the gratifying intelligence that the flag of the United States is flying over the territory of the State of Georgia. Tybee Island, which he says is within easy mortar distance of Fort Pulaski, has been taken possession of, and the approaches to Savannah completely cut off. On the Island is a strong martello tower, with a battery at its base.
The National flag now floats over the soil of every seceded State except Alabama and Arkansas. In Virginia it floats over one-third of the State; in North Carolina, at Hatteras Inlet; in South Carolina, at Port Royal and a half-dozen neighboring Islands; in Georgia, on Tybee Island; in Florida, at Key West, Santa Rosa Island and other points; in Mississippi, at Ship Island; in Louisiana, at Chandeleur Island; in Texas, at El Paso; and in Tennessee, at Bristol' Elizabethtown, and other points in the eastern part of the State.
Lieuts. JOHN L. WORDEN and ROBT. SILDEN, of the navy, and Mr. WILLIAM A. ABBOTT, also of the navy, arrived in this City to-day -- the first from New-York, and the others direct from Richmond via Norfolk and Fortress Monroe. All three were recently released, having been exchanged for rebel officers. They met with a hearty welcome at the Navy depot.
Lieut. WORDEN had been seven months a prisoner in the Montgomery Old Jail, he having been arrested by order of Gen. BRAGG, on his way North, after he had conveyed the order to the fleet off Pensacola to reinforce Lieut. SLEMMER, at Fort Pickens. Believing that the dispatches that he bore from the Government to Capt. ADAMS, of the fleet, would be opened by the rebels, he opened them

This refers to the little-remembered 1841-3 Dorr Rebellion in Rhode Island, which did include a military challenge for which Thomas Dorr was eventually arrested, tried, convicted & jailed for treason.
Then Secretary of State John C. Calhoun (D-SC) commented on that rebellion saying,
